Construction Permits

 

Before you start...

When planning your project, it is important to check with the Municipality beforehand to make sure it complies with municipal regulations. As well, we want to reming you that it is mandatroy to get the required approval prior to starting any construction work on your property.

 

Types of construction projects:

 

PERMIT FOR A SINGLE-FAMILY DWELLING

To obtain the right to erect a dwelling, the property must be built on a separate lot and in compliance with the Subdivision By-law or protected by acquired rights.  

 

PERMIT FOR A SECONDARY BUILDING

A secondary building, such as a garage, shed or studio, complements the main use of land and cannot, under any circumstances, be used as a dwelling and used to shelter people.

 

PERMIT FOR SWIMMING POOLS

It is important to ask the municipality a zoning confirmation for your lot in order to have the right information regarding what you are allowed to build.  That zoning confirmation will inform you on margins to respect and information such as if your lot is located in a flood zone, a landslide zone area or other.

 

PERMIT FOR A SEPTIC SYSTEM

The Municipality of Chelsea will require that you submit a request for a building permit before any work can begin on a septic system. This is required for the construction of a complete septic system, as well as for the partial work required for the installation of a holding tank, the replacement of a septic tank or the corrective measures done to an existing leaching field.

To apply for a permit, you need to fill a Permit application form for a septic system and two (2) copies of a septic system installation report (engineer of qualified technologist beloning to the "ordre professionnel reconnu du Québec").  To get a copy of the list of engineers and of technologists that have prepared reports for the Municipality of Chelsea, send a request by email to the Environment and Sustainable Development Advisor.

 

PERMIT FOR AN UNDERGROUND WATER CATCHMENT (WELL)

It is necessary to ask for a permit for a new underground water catchment or to replace an old one. This obligation is valid for a new dwelling and also in the case of the replacement of any type of catchment serving an existing dwelling. Catchment for geothermal purposes are also subject to a permit. Permit application form for an underground water catchment.

 

 

Permit and certificate fee schedule

(Provisions on the fee schedule found under Chapter 6 of the By-law Number 639-05 with respect to Permits and Certificates) 

 

The issuance of permits and certificates is subject to the following rates. Any permit or certificate issued to the Municipality of Chelsea, a non-profit organization (NPO), or for any work done on municipal land or immovables is exempt from all fees and bonds.

 

1 – SUBDIVISION AND PRELIMINARY SUBDIVISION PERMITS

a.    Filing an application for a preliminary subdivision proposal: $50.00 per lot obtaining a new cadastral number

b.    Subdivision permit: $140.00 per lot obtaining a new cadastral number except for lots transferred to the Municipality

 

2 - CONSTRUCTI0N PERMIT

Residential use group

a.    Isolated single-detached dwelling, attached, in rows: $350.00 + $10.00 X (A)

b.    Isolated single-family dwelling having an additional apartment: $350.00 + $10.00 X (A)

c.    Mobile home: $350.00

d.    Multi-unit dwelling: $350.00 per apartment and $250.00 / additional apartment

e.    Community housing: $500.00

f.     Additional apartment: $250.00

g.    Secondary building or structure:

1.    Garage: $75.00

2.    Shed: $75.00

3.    Workshop (studio): $75.00

4.    Temporary shelter (except for a winter shelter): $20.00

5.    Temporary winter shelter: Free

6.    Dock: $20.00

7.    Other: $20.00

h.    Addition or extension of a main building: $350.00 + $10.00 X per $1,000.00 portion of the construction cost

i.     Renovating a main building: $150.00 + $10.00 X (B)

j.     Fence and patio: $20.00

k.    Addition and extension of a secondary building or structure: $50.00

l.     Renovation of a secondary building or structure: $50.00

m.   In-ground and above-ground swimming pool: $50.00

(A)   Represents each $10,000.00 portion of the total construction cost superior to $300,000.00, to a maximum permit cost of $600.00. If declared costs are lower than the average costs listed below, construction permit fees are established according to the latter, unless the contractor submits proof to the administering authority that actual construction costs are lower than the following averages:

•     General rule: $1,800.00 per m2 of floor space

(B)   Represents each $10,000.00 portion of the total construction cost superior to $15,000.00, to a maximum permit cost of $600.00.

 

Non-residential use group

a.    New main building: $400.00 + $10.00 X (C)

b.    Renovating, converting and extending a main building: $300.00 + $10.00 x (C)

c.    New secondary building: $200.00 + $10.00 X (C)

d.    Modifying, adding or extending a secondary building: $100.00 + $10.00 x (C)

e.    Temporary shelter: $100.00 + $10.00 X (C)

f.     Sports field: $300.00

(C)   Represents each $1,000.00 portion of the total construction cost. If declared costs are lower than the average costs listed below, construction permit fees are established according to the latter, unless the contractor submits proof to the administering authority that the actual construction costs are lower than the following ranges:

•     General rule: $2,000.00 per m2 of floor space

•     Industrial building: $2,300.00 per m2 of floor space

 

Septic system

a.    New installation: $250.00

b.    Correction and modification: $100.00

c.    Tank (primary system): $100.00

 

Underground water catchment facility

New well: $100.00

 

Demolition

All types: $50.00

 

Posting permit

a.    New sign: $100.00

b.    Modification of an existing sign: $50.00

c.    Temporary sign: $50.00

 

Site preparation permit

New permit: $50.00

 

All other types of permits

For any building permit required by the planning by-laws and not listed previously: $50.00

 

Permit renewal

All types of permits: 50 % of the initial cost

 

Permits for connection to the aqueduct or sewer systems

a.    Work on a private land: $300.00

b.    Correction and modification: $300.00

 

Municipal works construction permit

a.    New urban road: $3,000.00/road

b.    New rural road: $1,000.00/road

c.    Urban municipal works (other than roads): 0.1 % of estimated construction costs of municipal works

d.    Rural municipal works (other than roads): 0.1 % of estimated construction costs of municipal works

 

3 -CERTFICATES OF AUTHORIZATION

a.    Certificate of authorization for building occupation: $200.00

b.    Modifying a certificate of authorization for building occupation: $100.00

c.    Certificate of authorization for complementary use: $100.00

d.    Certificate of authorization for tree cutting: $50.00

e.    Certificate of authorization to relocate a main building: $100.00

f.     Certificate of authorization to relocate a secondary building or other building: $50.00

g.    Certificate of authorization for work in a waterfront zone: $200.00

h.    Annual renewal of a certificate of authorization for building occupation: $75.00/year

i.     Certificate of authorization for temporary use, fairs, carnivals, concerts and like use: $250.00

 

Performance bond

(Provisions on performance bond found in Section 6.4 of Chapter 6 of the By-law Number 639-05 with respect to Permits and Certificates)

For permit applications for the work listed below, issuance of the permit is conditional upon deposit of an amount of money to serve as a performance bond to ensure that the work complies with current regulation and standards.

(D) Estimated cost of the construction work (a financial guarantee in the form of a bank letter of guarantee or certified check is accepted, or in cash).

 

The performance bond will be reimbursed when the following conditions have been met:

  • The administering authority deems that the project has satisfied all applicable standards.

  • The permit or certificate holder has fulfilled all of duties and responsabilities described in Chapter 5 of this By-law.

  • The permit or certificate holder has submitted an application for reimbursement of the performance bond to the Municipality within eighteen (18) months after date of issue of the permit or certificate.

 

In the event that one or more of the above-mentionned conditions are not met, the performance bond will not be reimbursed.
