Tourist establishments are governed by provincial and municipal legislation. The provincial legislation establishes the definition of various tourist establishments and requires a mandatory registration number from the Corporation de l'industrie touristique du Québec.
The Municipality, for its part, has the authority to decide with its zoning by-law where tourist establishments in principal residences are allowed on its territory. This was the topic of the public consultation held on February 15.

Here are the main provisions that are proposed in Chelsea to regulate short-term tourist establishments in principal residences. We invite you to read them in order to give your opinion on the subject.
The Chelsea Park Residents' Association has asked the Municipality to prohibit this type of establishment in their neighborhood. Thus, after analysis, the Municipal Council decided that:
*Tourist residences are only allowed in certain zones of the Centre-Village.

Comments will be submitted to Municipal Council for their consideration prior to the adoption of the final version of the by-law.
Once Council has adopted the final version of the By-law, a register will be held as required by provincial legislation. It is scheduled for March 29st, 2023, at the municipal Town Hall located at 100 Chemin d’Old Chelsea.
The number of signatures collected per zone in the register will determine whether a referendum will be held in the zone where you live.
For the purpose of determining whether a referendum must be held in respect to this By-law, the minimum number of signatures needed in the register under the Act respecting elections and referendums in municipalities is reduced by 50%, rounded up to the next whole number. Thus, the exact number of signatures required to justify a referendum in your zone depends on the number of qualified voters living in your zone.
