Adoption of the drafts and first drafts of the revised urban plan by-laws

At the special meeting held on March 28, the municipal council adopted the drafts and first drafts of the revised urban plan. This project, which has been underway since 2020, has been the subject of a visioning exercise and extensive public consultations over a two-year period. It was now time to approve the draft revised Urban Plan. Council also adopted the drafts of the new by-laws for construction, permits and certificates, minor derogations, the by-law on specific construction, alteration or occupancy of an immovable, as well as the first drafts of the zoning and subdivision by-laws. The adoption of these draft by-laws is intended to be the first step in the approval process established by the Act respecting land use planning and development.

Chelsea residents will be consulted extensively over the next few months as part of this 6-month approval process. The new draft by-laws will be presented at three public consultations to be held in mid-May. Council expects to adopt the final versions in late summer 2022 and submit them to the MRC des Collines-de-l'Outaouais for review this fall.

The drafts and first drafts of the bylaws of the revised urban plan contain several measures to strengthen the protection of the environment and biodiversity while reducing urban sprawl outside the urbanization perimeters. Indeed, one of the main orientations of the new urban plan is to preserve Chelsea's nature and address climate change. The bylaws of the new urban plan will protect natural environments and biodiversity, including sensitive environments, control land use to reduce the consumption of space and reduce the ecological impact, and require sustainable building practices.
