The Municipality of Chelsea wishes to inform its residents that, due to the ongoing strike at Canada Post, an external delivery company has been hired to distribute registration notices and reminder cards for the municipal elections on November 2, 2025.
This decision, taken by Chelsea as well as several other municipalities in Québec, was intended to ensure optimal voter turnout and preserve the integrity of the democratic process, despite the exceptional constraints associated with the strike.
Before retaining the services of this company, the Municipality carried out the necessary checks to ensure its ability to deliver the cards securely, confidentially, and in accordance with electoral requirements.
The firm was mandated to deliver the cards to residents' doorsteps, providing proof of delivery, to guarantee the confidentiality of personal data. In the absence of regular postal service and personal mailboxes in certain areas, it was up to them to find an adequate means of ensuring distribution. The company contracted to distribute registration cards in Chelsea was also selected by other municipalities in Québec for similar mandates in the context of municipal elections.
It is important to note that several sectors received their notice as expected. However, some sectors appear to have experienced issues, and we have received reports from residents indicating that their notices were found outside, blown away by the wind, or improperly disposed of. These situations raise serious privacy concerns.
Rest assured that the Municipality has immediately:
Sent a formal notice to the company for failure to comply with its contractual obligations and demanded an explanation.
Suspended the remaining payment pending the results of a complete assessment.
Implemented corrective measures to ensure that every voter can exercise their right to vote in complete security and confidentiality.
