The Chelsea Express is distributed free by mail four times a year to all citizens.

Please note that the Chelsea Express was produced before the MRC des Collines-de-l'Outaouais went in the red zone. Since then, the Municipality has closed its municipal offices and had to temporarily suspend the H2O program and radon testing.
