Extraordinary meeting of August 31, 2022: adoption of by-laws and second draft by-laws of the Master Plan

At its extraordinary meeting last Wednesday, Council adopted the following by-laws:

  • Construction by-law number 1217-22;
  • Site Planning and Architectural Integration Program (SPAIP) by-law number 1218-22;
  • Permits and Certificates by-law number 1219-22;
  • By-law on special building construction, modification or occupancy projects (SBCMOP) number 1220-22;
  • By-law on minor exemptions number 1221-22.

Furthermore, the council adopted the second draft by-laws for the zoning by-law (number 1215-22) and the subdivision by-law (number 1216-22).

All by-laws were amended to take into account comments received during public consultations held on May 18 and 19, 2022, and June 13 and 14, 2022. The main changes made are as follows:

  • The area of the additional dwelling unit will not be included in the maximum area of 300 square metres for a single family residence;
  • Changing the definition of collective housing to allow clusters of dwellings in the same building, such as the seniors' house concept;
  • Allowing vegetable gardens in the side and rear setbacks for lots of less than 3,000 m² and with a setback of less than 4.5 m;
  • Outside the urbanization perimeters, the maximum height of the main buildings has been kept at 12 m;
  • It will be permitted to cut trees on the lot to a width of 7 m around a new construction, instead of 5 m;
  • Removing commercial uses from zones RES-CV16, RES-CV17 and RES-CV18 north of the Fresh Mart;
  • A hydrogeological study will be required with any new development in rural areas;
  • A chapter has been added to the SPAIP by-law to better preserve buildings of historical interest;

Now that they are adopted, the construction, SPAIP, permit and certificate, SBCMOP and minor derogation by-laws will be submitted to the RCM des Collines-de-l'Outaouais and will come into force following their approval.

The zoning and subdivision by-laws will be adopted at the same time as the master plan at a future council meeting. The coming into force of these by-laws will follow the completion of the formalities provided for by the Act.
