Awarding of the contract for the intermunicipal project for the management of residual materials
Council awarded the contract for residual materials management (compost, final waste and recycling) to Location Martin-Lalonde Inc., for $1,213,403.44.
This intermunicipal project, presented by the municipalities of Chelsea, Cantley and La Pêche, was previously approved at the July 2023 council meeting. It will bring changes to waste collection services in 2025. The public will receive communications in the coming months to provide information about these changes.
Presentation of by-law modifying the transfer duty rates applicable to transfers with a tax base exceeding $500,000.00
The Council is presenting a draft by-law to modify the transfer tax rates on immovable property. The proposed changes are as follows:
This by-law is scheduled to come into effect on November 1st, 2024.
Sale of properties for non-payment of taxes
In the event of non-payment of property taxes, the Municipality is responsible for selling the properties concerned, in accordance with the Quebec Municipal Code.
Council has therefore authorized the Municipality to undertake the necessary procedures to have the MRC des Collines-de-l'Outaouais proceed with the sale of properties for which property taxes have not been paid, at its sale session to be held on December 5, 2024.
Contract awarded for safety assessment of Hollow Glen Dam
The Municipality must carry out a safety assessment of the Hollow Glen dam before the end of the year, as required by the Ministère de l'Environnement in June 2024.
Council approved the awarding of the contract for $48,002.06. It should be noted that this study was not budgeted.
Nominations to the Advisory Committee on Transportation and Sustainable Mobility
The Council appointed Enrico Valente and Rita Jain to the new Transportation and Sustainable Mobility Advisory Committee.
Request to MTMD concerning the safety of the planned traffic circle on Chemin d'Old Chelsea
Council requests that the Ministère des Transports et de la Mobilité durable (MTMD) and the developer of the Chelsea Creek residential project include a pedestrian crossing with flashing lights in the design of the new traffic circle.
The traffic circle will be located on Chemin d'Old Chelsea, at the intersection with Chemin de l'Hôtel de Ville.
Presentation of a site planning and architectural integration program for the development of a water park
The owner of 11 Chemin Notch has submitted a request for a site planning and architectural integration program for the development of a small water park that blends in harmoniously with the rest of the development on his lot. The Council approves this request, subject to compliance with all conditions.
Three applications for Christmas markets in Chelsea
The Council approved three requests from local businesses and organizations to hold Christmas markets on our territory. These markets will be held in November and December 2024, at the following dates and locations:
Grande Marche Pierre Lavoie to be held in the Farm Point sector
The Recreation, Sports, Culture and Community Life Department is proposing to move the Grande Marche to the Farm Point sector, along Chemin de la Rivière and Voie Verte Chelsea. The Council has agreed to this relocation. The event will take place on October 19, 2024.
