By-law on tourist accommodation

The Municipal Council has adopted the second draft of the by-law on tourist accommodation in Chelsea. Following a public consultation in which many residents participated, Council took into account the many comments on the bylaw provisions and made changes to the first draft. The final by-law will be adopted at an extraordinary meeting of council on Thursday, March 16. 

 

NCC File: Intervention Request to UMQ

Council has asked the Union des Municipalités du Québec (UMQ) to intervene in the case of unpaid taxes against the Commission de la capitale nationale. 

This request for intervention is part of the Fonds municipal d'Action juridique of the UMQ, which allows it to voluntarily intervene in cases that are of interest to the entire municipal world. 

 

Citizen Platform: Awarding of contract to Blanko Agency

Council awarded the contract for the implementation of the Pando citizen platform in order to improve the quality of services offered online to citizens. This tool will facilitate the citizen experience while simplifying the daily management of municipal staff. An automated notification system will allow the Municipality to reach residents more quickly in case of emergency. 

 

Creation of a new committee at the Municipality

Council has created an Information Access and Protection Committee. The committee will be responsible for supporting the general direction in the exercise of its obligations with respect to the protection of information.  

 

Water and Wastewater Treatment and Distribution System Upgrade​​​​​​​

Council passed borrowing and contracting by-laws to continue the water treatment and distribution plant upgrade project. These will complete the sludge treatment line and improve the drinking water supply and distribution system in the Centre-village.

 

AccèsLogis Complementary Financial Assistance Program

The council adopted a municipal financial assistance program to complement the AccèsLogis program of the Société d'habitation du Québec. This program allows the municipality to grant additional financial assistance for each project eligible for the AccèsLogis program on its territory. 
 

Towards a pilot project of street food trucks in Chelsea

A draft by-law was adopted for a pilot project authorizing and regulating street food trucks within the urbanization perimeter where restaurants are authorized. The pilot project would begin in the summer of 2023. The Municipality will then re-evaluate whether this project can be maintained on a permanent basis for the future. 

 

Presentation of the 2023 Fonds vert projects

Council presented the five projects selected for the 2023 Fonds vert. The Fonds vert will provide financial leverage for the following environmental, sustainability and/or active transportation initiatives :

  • Hendrick Foundation Monarch Way Station
  • Green and active mobility at the CPE 
  • Increasing active transportation to all summer programming at Cascades Club 
  • Feasibility Study : Increasing capacity for forest and nature school programming in Chelsea Quebec 
  • Incentive for the purchase of rain barrels (pilot project)
