Revision of the Urban Plan: Adoption of the projects and first drafts of the by-laws

It is tonight, during the special meeting, that the municipal council will adopt the draft revised urban plan. Indeed, since 2020 the project to revise the urban plan is underway and the team of the department of urban planning and sustainable development has worked in collaboration with the municipal council so that they take into account the directives of the new councillors and the new mayor elected last November. At the same meeting, Council will also adopt the new draft by-laws on construction, permits and certificates, minor exemptions, the by-law on specific construction, alteration or occupancy of an immovable, as well as the first draft of the zoning and subdivision by-laws. The adoption of these draft by-laws is the first step in the approval process established by the Act Respecting Land Use Planning and Development.

Draft of the Site Planning and Architectural Integration Program

The Municipality is currently working on a revised Site Planning and Architectural Integration Program (SPAIP) by-law that will strengthen the site planning and architectural quality of new buildings and subdivisions in Chelsea. 

The proposed SPAIP by-law will ensure that new development projects, building constructions and subdivision applications meet minimum criteria subject to review and approval by the Council. It includes criteria that will protect the architectural character of the municipality, but also our environment and fight against climate change.  

This draft by-law will be adopted by Council at a future meeting and will be presented along with the other revised planning by-laws at the public consultations scheduled for May 2022. 

 

What are the next steps?

Chelsea residents will be consulted extensively during this 6-month approval process. The new draft by-laws will be presented at three public consultations to be held in mid-May. Council expects to adopt the final versions by the end of the summer of 2022 and submit them to the MRC des Collines-de-l'Outaouais for review this fall.
