Adoption of a by-law to establish norms applicable to members of Council

At the Council meeting, By-law number 1232-21 was adopted to establish norms applicable to the members of the Municipal Council of Chelsea. This by-law establishes a code of ethics and professional conduct for all members of the Council of the Municipality of Chelsea, notably by subscribing to values that focus on integrity, the honour attached to the functions of a member of a Municipal Council, prudence in the pursuit of the public interest, respect, loyalty, fairness, honesty, objectivity, impartiality, and sound management from a public interest perspective in governing the Municipality of Chelsea. The law required the new municipal council to adopt a code of ethics and professional conduct following their election.

 

Adoption of borrowing by-laws

The Municipal Council adopted three borrowing by-laws at its regular meeting:

  • The borrowing by-law establishing capital expenditures and a loan required for the completion of buildings, roads and infrastructure work and the acquisition of vehicles.
  • The borrowing by-law establishing expenditures and a loan required to finance the 2022 professional services.
  • The borrowing by-law establishing capital expenditures and a loan required for the relocation of public utilities on chemin du Lac-Meech.

These loans will allow, among other things, the expansion of the Town Hall, the redevelopment of the Farm Point Park, the widening of chemin d'Old Chelsea, the stone screening of the Voie Verte, the development of the West trail of Highway 5 and the acquisition of equipment and vehicles.

 

Establishment of Municipal Advisory Committees

Council adopted by-laws to establish seven municipal advisory committees, including two new committees: the Environment, Sustainability and Climate Change Advisory Committee and the Active and Sustainable Mobility Advisory Committee. These deal with, but are not limited to, the constitution, composition, duration of mandates, selection criteria for members, mission and rules of internal management of each committee.

In order to ensure the proper management and continuity of the committees' missions and to preserve their maintenance and operation, City Council has renewed all active members of the municipal committees who have completed two years of continuous service.

During the meeting, Council adopted the following servitudes allowing the Municipality to carry out work for the installation and maintenance of ditches

  • 3, chemin Wright
  • 7, chemin de la Vallée
  • 11, chemin de la Vallée
  • Lot 2 636 141, chemin Wright
  • 20, chemin Patrick

 

Declaration of Volunteer Week

Council took the occasion to recognize Volunteer Week 2022 with the theme "Volunteerism is Empathy in Action". On this occasion, we celebrate the contribution of the municipality's volunteers, especially their actions, their understanding, and their genuine concern for the Chelsea community.  Volunteering puts empathy into action, building happier, healthier, and more welcoming communities that help create a stronger, more connected community. We would like to thank all of Chelsea's volunteers.

 

Temporary Cancellation of Interest and Penalty on Outstanding Tax Balances

Due to the exceptional circumstances related to COVID-19 since 2020, the elected officials have unanimously decided to cancel, again this year and on a temporary basis, the interest and penalties on the unpaid balances of the taxes due. This cancellation is valid for the period between March 1st and June 30th inclusively. This decision was made to assist residents during this uncertain time.

However, we encourage taxpayers not affected by the current situation to continue their payments on the due dates in order to maintain the municipality's cash flow.

 

Creation of shared streets in the Meredith ward

Following the notice of motion presented at the August 3, 2021 Council meeting, the Council adopted a by-law designating the sections of Chemin du Relais, Chemin de la Traverse and Chemin de la Randonnée as "shared streets". This by-law will allow the Municipality of Chelsea to lower the speed limit and to post adequate signage in accordance with the standards of the ministère des Transports du Québec in order to allow pedestrians to circulate and cross as they wish. It is therefore up to the driver of a vehicle or cyclist to adapt their driving and give way to the pedestrian.

Shared streets will create a place where all modes of travel can coexist in a safe and friendly manner.

 

Congratulations to Five Chelsea Athletes

Council congratulated athletes Alexander Bird, Zachary Coombs, Flynn McCulloh, Nic Syrros and Chris Tardif who represented Canada at the Junior Field Hockey World Cup in India in November 2021. All five athletes are dedicated members of the Chelsea Phoenix Field Hockey Club. They are helping to grow interest in the sport and are a source of pride for the Chelsea community.
