Municipal council adopts 2022–2024 Three-Year Capital Expenditure Plan

Municipal Council adopted its three-year capital expenditure plan (PTI) for 2022 to 2024 at a regular meeting held last night. The PTI includes investments of $43 million allocated over three years as follows:

  • 2022: $17.6M
  • 2023: $9.7M
  • 2024: $15.8M

Only $30 million of the total $43 million is new investment, $13 million was already budgeted for in the 2021–2023 plan but has not yet been used.  A total of $12.7 million will come in the form of grants, and $8.7 million will be paid through a sector tax. As a result, since the last PTI, only $16 million in new investments will be taxed to the general public.

The PTI covers the various projects that the municipality plans to carry out within the next three years, including scheduling and financing through various revenue streams. The PTI is adopted in October so that the municipality can issue calls for tender as soon as the new year starts. This ensures better prices and contractor availability for the planned work. 

The core projects in the PTI mainly concern infrastructure and buildings. Necessary work includes the expansion of treatment plants and certain municipal buildings, as well as repairs on Chemin du Lac-Meech and Chemin de la Rivière. These projects alone represent an investment of $26.8 million.

 

In more detail, the main projects under the PTI include:

  • Expansion of the wastewater and drinking water treatment plants: $14M ($6.7M grant)
  • Rehabilitation of Chemin de la Rivière: $7M (including $2.4M in funding)
  • Rehabilitation of Chemin du Lac-Meech: $4.6M (including $1.3M in financial assistance)
  • Redevelopment of the New Chelsea sector located on Route 105 north of chemin Old Chelsea:  $2.5M
  • Expansion of Town Hall and the municipal garage: $1.8M (accumulated surplus of $150K)
  • Purchase of a ladder truck: $1.2M
  • Various works related to parks, playgrounds and trails: $2.7M
  • Various works on Voie Verte Chelsea: $1.6M (including a $287K grant)
