Municipal Council adopts 2023-2025 Three-Year Capital Expenditure Plan

Municipal Council adopted its three-year capital expenditure plan (PTI) for 2023 to 2025 at a extraordinary meeting held last night. The PTI includes investments of $54 million allocated over three years as follows:

  • 2023: $25M
  • 2024: $7.5M
  • 2025: $21M

The PTI covers the various projects that the municipality plans to carry out within the next three years, including scheduling and financing through various revenue streams. It represents Municipal Council's intentions for capital investments. Depending on the prices obtained during the call for tenders process, some projects may be subject to change.

 

Major investments in the Farm Point sector

The Farm Point sector will benefit from major investments, including the purchase of land from the Déry quarry ($6.3M), the rehabilitation of Chemin de la Rivière ($7.5M) as well as the redevelopment of Farm Point Park, including renovations to the community center ($378K).

These investments will not only improve existing infrastructure, but also address a variety of municipal needs. The acquisition of land from the Dery Quarry will allow for the creation of affordable social housing and the conservation of high ecological value areas.

The other projects in the PTI mainly concern infrastructure and buildings. Necessary work includes the expansion of the water and wastewater plants, as well as upgrades to the wastewater plant, some municipal buildings, and repairs on Chemin du Lac-Meech. These projects alone represent an investment of $19 million.

Other major projects under the PTI, spread over three years, include:

  • Redevelopment of the New Chelsea sector located on Route 105 north of chemin d’Old Chelsea: $3.8M
  • Development of a community access to the river : $90K
  • Purchase of a ladder truck and replacement of a fire truck: $2.9M
  • Various works on Voie Verte Chelsea: $1.5M (including a $347K grant)
  • Purchase of emergency generators : 1,3 M$
  • Construction of a skatepark and pumptrack : $420K

In addition, investments in community access to the river, active mobility and recreation will contribute to healthy lifestyles and enjoyment of our environment.
