Ministerial Order: Chelsea excluded from the Special Intervention Zone (SIA)

January 7, 2020

On December 30, the Government of Quebec adopted a ministerial order identifying the new zones removed from the SIA. This project includes all the properties concerned in Chelsea.

The new map shows in purple the new SIA and in hatched white the lands that are exempted from the SIA regulations.
Some lands in Chelsea are still located in the SIA, but these are only wetlands and the river itself. All private lots with buildings have been subtracted.

This ministerial order takes into account all the adjustment requests received by the Ministère des Affaires municipales et de l'Habitation (MAMH) concerning the delimitation of the flooded territory during the spring floods of 2017 and 2019. It follows up on the analyses carried out by the Ministère de l'Environnement et de la Lutte contre les changements climatiques (MELCC) and the MAMH.

The Municipality had sent a letter to the MAMH requesting that Chelsea be removed from the SIA since no properties were flooded in 2017 and 2019. With this ministerial order, the current SIA will no longer have an impact on Chelsea residents.
