Climate Change: Tabling of an Adaptation Plan and GHG Inventory

The Municipality is pleased to announce that it tabled its Plan d’adaptation aux changements climatiques (PACC) at the Council meeting of June 1st. Climate change will have a significant impact on Chelsea's territory in the upcoming years, and the PACC is intended to prepare for potential impacts on various municipal services.

 

The plan was developed with the objective of prevention. The proposed measures will reduce the damage of climate change before it occurs and adapt to extreme weather events. The Municipality of Chelsea's PACC includes measures specific to each department, which will allow each department to integrate them into their planning and decision-making processes. A total of 39 adaptation measures have been identified over a five-year period, based on climate risk. The Municipality wishes to reduce the risks related to specific issues, including the vulnerability of our ditches and culverts to flooding and increasingly frequent torrential rain events.

 

The realization of this plan was identified as one of the actions to be carried out in Chelsea's 2018-2021 Sustainable Development Action Plan. The project was also made possible through membership in the Municipalities for Climate Innovation Program (MCIP) of the Federation of Canadian Municipalities (FCM).

Tabling of the greenhouse gas (GHG) inventory on the territory

The Municipality also submitted a GHG inventory at the same meeting. Conducted by the firm Environnement LCL, the inventory was intended to quantify the GHG emissions of all citizens, industries, businesses, and institutions on the territory of the municipality. Note that the data collected is for the year 2019.

From a municipal building perspective, a total of 210.0 tonnes was measured. The main sources of GHGs were air conditioning and refrigeration, as well as vehicles (60%) and light vehicles.

From the collective inventory, total emissions of 23,998.4 tonnes of CO2eq were measured. The main sources of GHG are associated with transportation (79%) and energy consumed by buildings (17%).

It should be noted that the other sources of emissions are negligible overall, with less than 5% of total emissions. The calculated emissions per resident are 3.422 tonnes of CO2eq.

 

What's next?

This inventory will identify which actions should be prioritized to have a maximum impact on GHG reduction. Several short- and medium-term actions can be taken. The municipal team is currently analyzing this data. The recommendations will be integrated into the environmental planning process.
