March Council Meeting Highlights

March 11, 2022

Council's position on the choice of site for the future Affiliated University Hospital Centre of the Outaouais (CHAU)

At the regular meeting of March 8, 2022, Council adopted a resolution expressing its concerns regarding the choice of site for the Affiliated University Hospital Center of the Outaouais (CHAU) and asking the Government of Quebec to choose a sustainable, responsible and accessible location for the construction of this center for the population of the Outaouais. Council indicates that the choice of the site on de la Technologie Boulevard, considered by the Government of Quebec, represents several issues regarding the infrastructure and the environment of the municipality, and on the health and quality of life of its residents. Council is asking the government to take its concerns into consideration when choosing the site for the future CHAU and would like it to prioritize a site near downtown Gatineau in order to avoid urban sprawl, to promote public transportation, to protect the natural environment and to take into account population growth and long-term economic development.

Refusal of the Planning Project for Additional Space for the Portages-de-l'Outaouais School Services Centre

The Municipal Council informed by means of a resolution of its refusal with regard to the planning project of the 2023-2033 additional space needs of the CSSPO on its territory. Following the presentation of its project, the CSSPO does not foresee any new space in Chelsea. Council predicts that the need for space will continue to increase due to the many developments underway. The CSSPO's data does not take into account the rapid growth of Chelsea, which has the 3rd largest growth in Quebec in 2020-2021. Council is therefore asking the CSSPO to reconsider its decision regarding the construction of a new school on the territory of Chelsea, taking into account the full expansion of the municipality.

Awarding of a contract for professional services for the tree planting plan

In order to begin its greening project, the Municipality must obtain a planting plan that determines the best locations for the planting of native trees on its territory. Thus, following the submission process, the municipal council has awarded the contract for professional services for the greening project of the village center to the firm CIMA+, s.e.n.c. for an amount of $30,180.94.

Grant Applications: Thanks to Volunteers!

During the tabling of the Chelsea Creek Trail and the Hautes-Plaines Trail grant applications, as part of the Government of Canada's call for active transportation projects, Council wished to thank the volunteers for their extraordinary contribution to the grant application process. Their help allows the Municipality to be better equipped and proactive in these applications.
