Gatineau River Public Access Project Update

Municipal Council tabled a draft by-law on August 4 regarding docks and conditions of occupancy of the municipal right-of-way along the Gatineau River. Following comments received on the importance of considering public access to the river in this matter, Council decided to proceed with a public consultation on this subject. The consultation will be held online in early 2021.

The purpose of this public consultation will include

  • to identify potential public sites along the Gatineau River for:
    • a rest or picnic area with a view of the river with access to the water;
    • an access to the water for swimming and a public dock;
    • a boat launch with parking (Farm Point sector).

Public accesses will be in front of existing municipal lands or vacant spaces to allow users of the Community Trail to enjoy the river. Protecting the tranquility of private property remains a priority for Municipal Council.

 

Withdrawal of Scenarios 1 and 2 from the draft by-law

In addition, as a result of comments received on the draft by-law, Council has decided to withdraw the scenario 1 and 2. This decision was made as the proposed by-law relates to docks on municipal property and scenarios 1 and 2 related to private property. However, owners of private docks are required to obtain a permit and comply with the existing requirements of the current zoning by-law. Inspections will begin next spring to work with them to regulate their docks.

 

The Municipality will keep its lots along the Gatineau River

Following the purchase of Hydro-Québec lots along the Gatineau River, Municipal Council had considered the possibility of selling certain submerged lots to residents wishing to purchase them. After meeting with more than 50 residents and analyzing the file, it was finally decided that no lots would be sold.

This decision was made in order to standardize the property titles of the lots adjacent to the Gatineau River on Chelsea's territory. This will make it easier to carry out inspections of the riverbanks as well as municipal surveys and work when required.
