MANDATE

 

The mandate of the DRC is to:

1. Review demolition applications;

2. Authorize or deny demolition applications;

3. Impose any conditions on the demolition of the building or the reuse of the cleared land.

 

In accordance with the Community Planning Act, the Demolition Application Committee consists of three members of Council, as designated by Council.

Please note that municipal staff from the Planning and Sustainable Development Department are resource persons who assist the members of the DRC and participate in their meetings, but are not members and have no voting rights.

The committee meets once a month on the last Wednesday of the month. The meeting is open to the public starting at noon.

Procedure

 

All requests must be submitted to the Planning and Sustainable Development Department. Due to the uniqueness of each request, no fixed timeline can be provided. Factors that may influence the processing time of the request include :

  • The type of project, its size and complexity
  • The number of applications in process
  • Ability to provide complete information

In order to study a request, all relevant information and documents must be provided.

The file will be pre-analyzed to ensure that all required documentation has been submitted.

In the case of a heritage building, an opinion from the Recreation, Sports, Culture and Community Life Committee may be requested.

 

Any other information or documents deemed necessary for a better understanding of the file (allow for additional time).

In the case of a heritage building, the PSDAC, as the local heritage council, must make a recommendation to the Demolition Request Committee before the file is studied by the Committee.

At least 10 days prior to the meeting, the public notice shall be posted on the website and the building.

 

When the application is deemed complete, a detailed report is prepared for the DRC. The file is then evaluated by the members of the DRC, who formulate a decision. We will notify you of the date your file will be presented to the committee.

Interested persons and the Municipality have 30 days to request a review of the committee's decision. 

When a request for review is filed, the Council will reconsider the demolition request. Council may confirm the decision of the Committee or make any other decision.  

In the case of a heritage building, the decision of the Committee or Council (if there is a review of the Committee's decision) is forwarded to the MRC des Collines-de-l'Outaouais to consider the request.

The council of the regional county municipality may, within 90 days of receiving the notice, disavow the decision of the committee or council. 

The certificate of authorization for demolition can only be issued :

  • At the end of the 30-day period for a request to review the committee's decision;
  • After the favourable decision of Council if there is a review of the request.

In addition to the preceding conditions, for a heritage property, the certificate of authorization may not be issued before the earliest of the following dates


1) the date on which the regional county municipality notifies the municipality that it does not intend to disallow the decision of the Committee or Council
2) the expiration of the 90-day period within which the regional county municipality may disallow the decision of the Committee or Council.

The certificate of authorization for the demolition work must be issued concurrently, if applicable, with the issuance of a building permit or certificate of authorization for the work resulting from the preliminary cleared land reuse program.
