Do you live in Chelsea? Would you like to actively contribute to the harmonious and sustainable development of your community? Do you have skills or expertise in urban planning, sustainable development, architecture, design, engineering, environment, heritage, or any other field related to land use planning?

Join Chelsea’s Planning and Sustainable Development Advisory Committee (PSDAC)!

This committee plays a key role in providing recommendations to Municipal Council on various matters, such as the integration of real estate projects or the analysis of regulatory variances, based on well-established criteria.

This is your opportunity to get involved, share your expertise, and help shape the future of your living environment.

• Reside in Chelsea and represent your residential sector within the community.

• Be 18 years of age or older.

• Be functionally bilingual (French and English).

• Show a strong interest in the municipality and its quality of life.

• Possess knowledge or expertise in one or more areas related to urban planning, sustainable development, architecture, design, environment, construction, or heritage protection.

• Demonstrate analytical ability, clarity of expression, and the capacity to provide constructive opinions on issues related to these fields, in order to offer sound advice and recommendations.

• Be available to attend committee meetings on a regular basis.

• Two-year renewable term;

• Monthly meetings, on the Wednesday following the Council session;

• Meetings are generally held at 6 p.m., either online or in person;

• Members serve on a volunteer basis.

Your application must include:

• A short text describing your expertise, skills, education, or any other relevant experience;

• Any additional documents you deem useful for evaluating your application.

A selection committee will review all applications, and appointments will subsequently be confirmed by Municipal Council.

 

PSDAC meetings

 

Due to the 2025 municipal elections, the committee’s meetings will resume in January. We thank you for your understanding.

 

Meetings of the Committee on Requests Related to Urban Planning (PSDAC) are held via videoconference using the Microsoft Teams digital platform.

As this is a decision-making committee, the meeting is held in public starting at 6:45 PM.

MANDATE

 

The PSDAC provides recommendations to Council on matters concerning land use planning, including:

  • Minor exemption requests
  • General development plans
  • Preliminary subdivision proposals
  • Site planning and architectural integration programmes
  • Protection and enhancement of the natural environment
  • Requests to amend the Planning By-laws


The Land Use Planning and Development Act specifies that a planning and advisory committee must be composed of at least one member of the Council.  The committee is also made up of citizens. Municipal civil servants from the Planning and Sustainable Development Services also play a key role in assisting members of the committee and take part in the PSDAC meetings but they are not considered members and have no voting privileges. The Committee represents an important intermediate between the taxpayer and Council.

The virtual meetings are held through the Microsoft Teams digital platform and the in-person meetings are held in the meeting room located in the basement of 220 Chemin Old Chelsea.

Procedure

 

Applications must be filed with the Planning and Sustainable Development Services.  Given the unique nature of each request, no fixed timetable can be provided.  Factors that influence the speed of processing an application may include:

  • The type of project, its size and complexity
  • The number of pending applications
  • Ability to provide complete information

 

Steps involved in the application process:
 

In order to study a request, all relevant information and documents must be provided.

The application shall be reviewed and based upon the nature and complexity of the project, it may require to be presented beforehand to other departments/committees for their opinion, for instance:

  • Public Works and Infrastructure Department
  • Natural Resources Advisory Committee
  • Recreation, Sports, Culture and Community Life Committee
  • Fire Department

 

If needed, following the outcome of the pre-analysis (expect additional lead-time).​​​​​​​

All other information or documentation deemed necessary to have a better understanding of the project (expect additional lead-time).

Once the application is deemed complete, a detailed report is prepared for the PSDAC.  The application is then assessed by members of the PSDAC who will issue a recommendation to Council.  We will contact you when a date is set to present to the Committee.
